This is my last hope on learning anything about this show, since the internet hasn't helped much..

It's a PBS show that was on circa-1986 which included many segments, including a gentleman with an Australian accent called "Dr. Smartypants."

I don't believe he was a clown. Although it says Australia in there.. I was 6 at the time (19 years ago), but I'm pretty sure he didn't look like that.

It was a segment on a BBC childrens tv program called "Everybody Here".
