there is something on linux called mp3cut (or maybe cutmp3) which lets you choose a range of the individual mp3 frames (around 40 so a second) and will save just those without needing an reencoding but the interface is non-graphical and it's a pain. last time i used it was to cut up an 8 hour mp3 of things recorded from the radio (which, you can imagine, would've taken ages to unencode and resulted in a HUGE file (as it was 8 hours of mono mp3 was about 250M))
mp3surgeon (http://www.mp3surgeon.com/download.php)(windows only?) has a trial version available which appears to let you edit things graphically but sames them without re-encoding. not used it myself.
http://www.audio2x.com/ezmp3/index.htm appears to be the same (shareware)

Free and doesn't do the resampling mentioned above. (you'll also need the mpglib.dll it mentions, there is a link on the homepage). i've just tested this out (i've been looking for something similar myself) and it's great.
