What's the point of vaccuming outdoors?

Today there were two maintainance dudes outside vaccuming the stairs up to the building I work in. I walk on those stairs nearly every day, and they're certainly not very dirty, at least not enough to justify using a vaccum cleaner over a hand-held broom sweeping device. Maybe there was a chemical spill I don't know about.

Are you sure they're vaccuming and not using leaf blowers? (um,though I don't know why there would still be any leaves on the ground)
