Answering the question, the ethical implications shouldn't be more than those of manipulations of the written record, which has been going on forever. We've had it lucky up until recently in that photographic evidence could be considered more or less trustworthy, but those days are no more. It was a good hundred years though.

kids these days will probably grow up without the expectation that any notion of hard truth can be found in photos, and will point greasy little fingers at you old farts who don't get teh photoshop.

Photography is manipulation. The lens, decisions about light, filters, framing, double exposures, all give a distorted view of 'reality.' Digital just makes it easier.
