Smoking is illegal in the city, as is any kind of open flame. Everyone is still fearful of a second "Great Chicago Fire", and the result of few fires in the city results in a fire department which has only 6 members, 5 of which hold desk jobs, and the 6th of which is a dog with a Supersoaker around its neck.
