There are several similar looking white patches in that area if you zoom out.

Funnier is the fact that CIA HQ, NSA HQ, FBI HQ, and all military bases are clear as day, but the Capitol and the accompanying House and Senate office buildings have obviously been taken down several notches in resolution, to what end I'll never be able to figure out. Who gives a shit?
