Last Saturday morning in the King's Road Malcolm Rifkind was out and about, working the street and being trailed by an ocean of blue balloons. Outside the old Chelsea Barracks I witnessed one of his helpers forcibly place one of these blue balloons in the trembling hand of an elderly disabled Muslim in a wheelchair, the latter having no apparent clue as to what this was all about.
