Vancouver police set up "bait cars" - decoy cars which are intended to be stolen and are set up with GPS trackers, onboard video/audio, and an engine disabler once the police are behind the thief.

As they say, hilarity ensues.

Most car thieves steal cars on a regular basis and aren't joyriding, and, trying to any attention they get from police officers, the last thing any car thief wants to do is attract attention for not wearing a seat belt. This is also the reason why a regular car thief is more likely to follow the speed limit -- unless, of course, they happen to have a police cruiser tailing them, in which case, all respect for traffic law goes out the window.

we have bait cars in st louis too! It's actually pretty hard to successfully argue entrapment, you have to argue that the police created a situation that made you behave differently than you would normally. The cars aren't left idling on the curb; the thieves still have to hotwire them and all that.
