What's the most obscure country that Google has bothered to create a portal for?

There's a Google Malta (pop. about 1/2 million, http://www.google.com.mt/), in which we learn that the Maltese for "I'm feeling lucky" is "Inhossni Xxurtjat")

More surprisingly still, there's a Google Liechtenstein (pop. 30,000 or somthing, http://www.google.li/)

And even more surprisingly still there isn't a Google Laos. OK, so Laos is a poor country, but it has millions of people and surely more Internet users than Liechtenstein.

There's no Google Andorra but there is a Google San Marino (pop. a few thousand, http://www.google.sm/)

I wonder how they decide what countries they're going to give portals to.
