I work for a federal HIV/AIDS info service and we get questions like this all the time. We contend that only people who have not worked for/with the government actually believe that the government could pull off a conspiracy of this magnitude.

Those of us who do work for/with the gov rest easily with the knowledge that the feds are way too incompetent for that sort of thing.
