phone company reliability ratings?

hm, i'm choosing b/t two local carriers and was wondering if there's some website or something where the reliability etc. of various phone carriers is judged. can't find anything through google.

the basic costs are about the same. one offered to waive the $33 activation fee, but they're also the ones that charge $4 for national/international long distance (and the minute-rates for long distance aren't so great). the other one has free national/international long distance w/very cheap rates like 17 cents/minute to france.

the one that won't waive the activation fee seemed somehow nicer. but i have no idea where i get that idea from.
