It's only kids from low income (and probably one parent) families who would get the £12 vouchers a month thing. It's not actually a bad idea in theory because as soon as they're in trouble with police it gets taken away. It is folly though to have a scheme that relies this much on reprobates actually being caught and PROVEN to be the offender.

For fuck's sake, that's nuts! I went walking all the time across the city in the wee hours of the morning when I was fifteen through downtown and dark residential zones or through the pines just outside the city limits, so this is pretty absurd to me.
