i need a charting/diagramming program like omnigraffle, but for the PC

any suggestions? it's for laying out a fair/market type of thing where the tables have to be graphically represented. (for keeping track of table bookings and whatnot).

visio is the main one (from microsoft). a quick search also turns up smartdraw and conceptdraw (websites are obvious). i haven't used any of these (my drawing requirements don't stretch past the backs of envelopes)

OpenOffice contains a Draw module that may be useful (it's more like the box drawing program inside Word) and that's free to download and use. http://www.openoffice.org/product2/draw.html

We use Visio at my office. It's not perfect, but it works pretty well when it's not crashing my laptop; I know a few people who have used open source Visio clones (I think DIA is one of them) although you might need linux to run them. Personally I prefer graph paper, but that kind of breaks down when you need to share the models with other people.
