They're always saying this on the news. What do they expect the police to say? "Actually, we can't be arsed. It's a nice day, so we thought we'd go down the park instead."

I think really what you're looking for is superfluous phrases used by officials, not by journalists.

Yeah, that's the kind of thing. When a politician makes a statement, and basically just says "This is a Very Bad Thing." Thus implying that, by condemning it, they are a Very Good Person.

I think it's a lot more fun when politicians botch these things, and vow to "stamp out literacy" or something similarly hilarious. Like when Dan Quayle turned "A mind is a terrible thing to waste" into "What a waste it is to lose one's mind. Or not to have a mind is being very wasteful. How true that is."

I think it's the inevitable price of parroting phrases that have virtually no meaning over and over, and also not being the sharpest tacks in the drawer.
