What are 'on-costs'?

Please define this curious phrase. for me. Thanks.

Usually recurring costs of continuing to do something, like provide a service. e.g if you're a plumber and you run a van, the MOT, tax, insurance etc on the van would be 'on-costs'. I guess they're really the same as fixed costs.
