ID a children's book for me

A picture book, oversized, about little orange and yellow Moomin-esque creatures waging war with WWII weaponry and helmets (I think there were some WWI tanks and biplanes as well). Um, that's all I remember. Does that sound familiar to anyone?

Against each other. Yellow vs orange. One side was wearing Bristish uniforms, the civilians wore 40s fashion. They were very small (planes were swooping down from trees etc) and there were no humans at all in it as far as i can remember.

The description makes me think of Richard Scarry, for some reason. But I don't think he did an entire book like this.
