storing dvdrs/cdrs efficiently and safely

safely in terms of not losing their data, that is. i asked about this on ilm once, but didn't get much by way of responses - what's a good way to do this? oh, and a good *cheap* way? are paper cases ok?

I use CD-storage binder sheets and 3-ring binders for work archives. 8 discs per sheet. I have to dig them out all the time and pull old ads and artwork, but the data sides of the discs never seem to show any wear.
