Younger brother constantly wearing my clothes!

I'm 21 and he's 20. Dude wears my boxers just about everyday. Also, my shirts etc.
It's just so ridiculous and he won't listen to reason;
I've told him thousands of times, he's just a bum.

Has anyone else dealt with this problem?
