Younger brother constantly wearing my clothes!

I'm 21 and he's 20. Dude wears my boxers just about everyday. Also, my shirts etc.
It's just so ridiculous and he won't listen to reason;
I've told him thousands of times, he's just a bum.

Has anyone else dealt with this problem?

My brother would be over the moon if I started wearing his clothes. "You dress terribly. You should let me dress you". One time, when I was staying at his place, he refused to let me out wearing what I was wearing and insisted that I put on something of his.
