The short and long of it:

I'm 31 and I'm seeing a girl who's 25. We have a healthy and mostly happy relationship.

Recently an 18 year old girl has expressed interest in me. She's basically willing to "do it" with me, and she's aware that I'm seeing the other person. The girl I'm seeing has said that if most people on this post give permission to attempt, ahem, relations with 18 year old then I am ALLOWED.

Oh, she's a virgin. We're all moderately looking, save the 25 year old, who is rather attractive.

I don't like it when people say that women obviously don't "respect themselves" if they do something. There could be all kinds of reasons why she would say that. She could be totally confident of a majority no vote, and just want to prove the idiocy of Steve/Paul's request to him. Or just might not like Steve/Paul very much and just not care one way or the other whether he has sex with the 18 year old. She may just not be the jealous type, these people exist. She may have said this entirely frivolously, in a not-serious conversation, and Steve/Paul has taken it literally. Or maybe he's made the whole thing up, and there is no attractive 25 year old and no 18 year old willing virgin. Many possibilities.

In such cases, you don't say something casually. Maybe I'm conservative, but I'd never let my partner have sex with someone else. Okay, "don't respect themselves" is a bit silly (as an expression) but still...

I'd be ok with the situation reversed. I'm sure this will invite Indecent Proposal comments, but it's true. That's not really the issue.

It was her idea to post this question and mid-way through typing it I asked: well, if the answer is in favor, DO I HAVE TO?

I don't understand why your girlfriend would allow you to do this, unless your relationship has always been an open one. But it seems like this is a "special circumstance" -- I'm just trying to understand why. If any 18-year-old approached you and wanted to sleep with you, would your girlfriend give her blessing? Or is it just because she's a virgin and so there's an element of you "doing the honors" so she can get it over with? Although that still doesn't explain why your girlfriend thinks it's an all right idea. Hmmm. Does she think it's hot?
