if the energy companies hadn't been privatized? ie would the state step in to protect consumers?
either way, it's clear that privatisation delivered those efficiency savings that only a dynamic capitalist economy can provide. who could have foreseen that a finite resource largely in the hands of political enemies would become a problem?
