Worrying how Kimmitt states that the military will have to use 'diplomacy, finance, trade and technology' (according to the BBC's reading of his statements, anyway)–in effect becoming an individual state/government.

So how long will the military government run alongside and independently from the civilian government before they two merge?

Andrew: It's more that I find 'hearts and minds' to be a repulsive phrase, and another soundbite from the War On Terror (tm)/Long War (tm) propaganda machine which I would be dismayed to see slip into common usage.
