Car inspection ticket from county

I just bought a new car, in the process of switching everything over - on the first day of the month after my inspection expired, I got a ticket from the county. Fine, fuckers, I'll pay your ticket - but its Monday and I can't get off work until Friday morning.....and I go out there on Friday and there is a SECOND ticket for the same offense! Double jeopardy, people! How can they give you two tickets for the same thing in the same week!!! Do I have to pay this? It's highway robbery - people can come to this country illegally, and live here for years, but I get f-d if I don't pay two tickets from the People's Republic?! Besides how can the county issue tickets for a state offense? The state doesn't issue tickets for county offenses!

Seriously - one ticket is fine, but two is an abuse of power and probably illegal, or it should be. Any thoughts?

Legally speaking, each day you are out of compliance you may be fined as a seperate offense. This also makes good sense, in that without escalating penalties for continued non-compliance, there would never be a reason to pay the original fine. Your best bet would be to challenge the second ticket in court, but not the first one, go before the judge and be contrite, offer to pay the first fine willingly and ask for leniency on the second one. Ought to work OK.
