happens all the time-- some independent report that the entire press has received & digested has "not yet been seen" by the gov't officials that it should most concern

is this one of the bold lies we routinely tolerate in politics? is it a white lie, better than saying "we haven't figured out how to react to this yet"?

officials may tell their advisors to not show them this kind of thing until they have also strategized how to handle it. Still, a bullshit dodge either way.

Nowadays this process takes, what, five minutes from the point the report is released? And I hardly expect that the reporting source provides a final copy to the subject/victim of the report in advance. So entirely believable and probably fair in many cases. That said, I'm also sure that the scenario of avoiding the report until a response is ready happens all the time as well.
