well pragmatism as i understand substitues is this belief true or false? for is this belief useful or not? so an ethical pragmatist does not look for trancendental moral laws but weighs up the generally human costs of adopting an ethical belief.

What makes that "ethical" pragmatism as opposed to just pragmatism?

I would say that the word ethical here isn't a judgement about the type of pragmatism, as if to say that it's an especially ethical system of pragmatism; it just means "a pragmatic approach to ethics."

Pscott's definition is a description of applying pragmatism to moral values. Ethical pragmatism is basing your system on ethics on pragmatic values.
