An explosion on a Gaza beach that killed seven people last week was caused by explosives planted there by Palestinian militants, not artillery fire from an Israeli navy gunboat, Israeli military sources said.

The Israeli investigation concluded that the possibility any of the six artillery shells fired from the gunboat last Friday could have landed on the beach was "almost nil," the sources said.

So...they acknowledge that their boat just happened to be shooting things at this place and this time, but want to claim that the explosions on the beach were just pure coincidence? I know I shouldn't be suprised, but I'm still outraged.

Could you like the full story? (The bit you're quoting is either comically truncated or just a comical argument: it makes it sound like they concluded it must have been militants because, well, it wasn't the gunboat, so, umm...)

But Human Rights Watch said its investigation of the incident came up with opposite conclusions in almost every case.

The group said most of the injuries to the dead were to the head and torso. A Human Rights Watch spokesman said that would be consistent with an incoming shell, not a bomb buried in the ground.

Human Rights Watch also said the crater was consistent with a 155 mm artillery shell.

I can't find anything on HRW.org about the beach explosions. Do you have a link? Skepticism about anything the IDF says is healthy, but some of the claims they make in this case seem persuasive.

I couldn't find a link on HRW.org either (all the HRW stuff upthread is from the CNN article, Dan). I don't see how the IDF argument is any more persuasive than HRW's (other than that which is at least partially due to CNN giving it WAY more coverage), since this is kind of just a he said/she said without any proof being provided on either side.
