Being forced to listen to Classic Soft Cock Rock FM on new co-workers radio. Help me somebody

Quick rundown, new guy gets transferred to our place to work alone in cavernous concrete room off ours. We all use headphones, but due to the nature of his work he can't, so instead cranks up his radio to such levels that I can hear his music over mine.('Twisting by the pool' into 'Hip Priest' does not go moran!) Complaint to big boss who works elsewhere in the building about having to listen to this shit for seven hours a day met with dismissive 'yeah I'll get it turned down'...new moran is heard to counter with 'they tell me to turn it down, I turn it up hur hur hur.' Oh yeah, he's a fuckin' idiot and comes good on his promise. My plan is to present boss with info about how noise pollution in the work place causes stress which results in unhappy underperforming workers as I know that message will get through.So, anyone know of some good stuff you could direct me to, or have you been in my position and come out on top? Been searching but not a lot of luck really (Mainly oh+s stuff that doesn't relate). Any help would be most appreciated by this seriously stressed out shitkicker.
Others are upset too but are mainly non boat rockers...already have good 'phones...Merzbow box set retaliation not an option...moran too big to punch.
(Meanwhile I'll just hum a few bars of 'Easy Lover' as I await with great anticipation)

How can work that allows for blasting radio not allow for iPod nano clipped to shirt with earbuds in ears? Introduce him to podcasts. I had a similar problem with officemate who listened to the same Kansas CD, over and over and over for 1 month minimum. Whining about being "tied down" by headphones, CD player mysteriously was broken somehow, countered by the iPod argument.

He still taps (feet/pens/etc - arhythmically, argh).

He unloads trucks sometimes so apparently he may not hear their approach if he wears buds/headphones. Just one of those dumb rules.

I'm subjected to regular helpings of turds like "On the Radio" and that song from Rent ("Three Hundred Seventy Two Million Five Hundred Forty Nine Thousand Eight Hundred Ninety Two Minutes and Thirty Seconds!!!!"), and the squawk of James Blunt (does he really say "I saw your face in the coffee place"? What a losery song!)

Still, I've also gained increasing appreciation for "Against All Odds" "Goodbye Yellowbrick Road" and "Maggie May."

Instead of complaining to the boss, couldn't you all just agree that one or two of you will ask him nicely to turn it down so that you can hear your own music in your headphones? And then, if he balks, everyone else can chime in supportively, "Yeah, man, it's really loud. It's hard to concentrate. I don't really like soft rock. Yeah, me neither."

Try that, it'll probably work better than festering and approaching it like a master war plan.
