it's hard to say if bush could've gotten in again just because public perception of him changed so fast after 9/11 - a year into clinton's first term how many ppl honestly expected him to get re-elected? it's entirely possible he would've gone after saddam anyway, he just would've had a much harder time rallying support for an ongoing occupation.
