Recommend me a package for hosting and a domain name

So, my school is running a "website club" next term, which I am theoretically in charge of. The plan is to run a small online magazine site w/ photos, videos etc, we'll need some webspace but bandwidth needs shouldn't be too high.

THINGS I WOULD LIKE:

Some sort of perl bin for me to futz around with
Obvious stuff like consistent uptime, not going to steal my money, etc
Not insanely expensive but not super cheap?

I cannot think of anything else really, possibly most places should be alright. Does anyone have recommendations?

Dreamhost had massive amounts of downtime in 2006, largely owing to hardware failure caused by lack of proper power protection and brownouts caused by moderately high energy use. I'd have recommended them in 2005, but not now (even though I'm still there).

A "club" would be perfect for "Personal" Co-Location. If you had ten members, then the monthly cost could be as low as $8. A good suitable 1U server can be had for under $300; given that Fedex might ask $100 to get it there, you're looking at $40/member startup costs. And $40 + $8/mo is damned cheap for being able to run whatever application servers and databases you want to fool around with on a bandwidth-enabled platform.

The catch is that someone has to sign up for it, so one poor schmuck has gotta trust 9 others to pony up regular cash for the length of the contract. Other negatives: This kinda hosting isn't very good when you have serious downloading requirements, and it's definitely unwise when you have neither quorum nor cash to burn.

netcraft rates on uptime. re: feature set and price, that's on you AFAICT (reliably- I don't trust any sites I've seen that purport to cover the subject).

Presumably, the notion of a "club" means that everyone would be mucking around, not just you. Parents will gladly fork over $8/month for a learning experience for their kiddies. But if you are simply providing an HTML scratchpad for your pals, then stick with one of the cheaper providers. Pair was very reliable and fast when I was with them, and they're fairly affordable. Flexible and featureful they're not, but I get the idea that's low on your priority list.
