WTF is up with trousers with trousers on them

In NY last fall, I saw this guy, an average-looking Jersey schlub guy of middling years, wearing a giant pair of saggy, baggy jeans with a bunch of LITTLE PAIRS OF JEANS SEWN ONTO THEM. Like, pants on pants pants. The little pants were very realistic, with tiny pockets and belt loops and logos and such. How does this happen? And how can we make more people wear such wonderful clothing?

I wish I could find pictures of the jeans in question so that you could share my amazement. But I can't. C'est la guerre.
