Meh. Sounds more political than he claims. In fact it seems that he's interested in producing comics that AGREE with these high-level officials' more base views. The ones they use to control and distract the masses: 'Japan is evil' being kind of high on the list.
SEEMS is a key word.
I'd need to read it.

I like how he says it's not copying because he catered more to Chinese audiences than British...what?

Yes, that's right. The Chinese masses are merely brainwashed automata programmed to further the aims of their Communist overlords. No creativity whatsoever beyond slavish imitation of Western culture.

But more seriously, I'm just trying to note that despite how much that article seems to want him to be a constrained artist smirking at chinese life, he's a political cartoonist who avoid subjects he's supposed to avoid.

And the second point is... it IS copying. It borders on plaigarism.

I'm going to start doing a cartoon strip about a small, mute, black and white dog who sits on top of his kennel all day pondering life, with help from his hapless human owner. But it won't be ripping off Snoopy and Charlie Brown, because it will be BRITISH life he's pondering.
