incredible, i was thinking about this last night, and i wake up to this. although my idea was a little different. leave the lottery open to anybody, with multiple methods of buying in. i also thought to address the regressive nature of lotteries and decided to make the price of a ticket the lowest usable denomination of a person's country of residence. i guess that people who lived between two nations could play the exchange rate to get good odds on the cheap, but they do that with everything. maybe if you bought above a certain number of tickets the price would begin to rise? the payout would be in euros.
