Depends what criteria they use for the top cities doesn't it?

I love Sydney and Rome as places to visit, but I can't imagine living there. If I could only return to one city for holidays, then I would choose Rome.

However, if I had to choose one place to live (and not where I'm living already) I can imagine living in Melbourne. Just returned from a couple of days there, and it is such a great place.
