Wait, are we talking drawing, as in illustration, or are we talking drawing in terms of strict skill of draughtsmanship? Damn, I need to read the question better.

Because in terms of illustration, I will always go for gorgeous Japanese-influenced pen and ink like Beardsley and Alistair and folks like that. (Modern equiv: probably Gorey)

While if you're talking sheer draftsmanship and rendering ability, you're got to say DaVinci, for his mind-bogglingly accurate anatomical studies, or maybe Durer or someone.

the top rated ones are very well drawn, but a bit heavy on the 'character from pokemon/dr who/etc does incongruous thing' type set ups, the stories with a mixture of beautifully rendered art and demented scrawls are the best ones, I think.
