Well, I ocassionally use concealer but that's about it as far as face stuff goes. I've never owned foundation although you're right about powder - it can be magical. I'm all about eye and lip makeup. Right now I'm obsessed with MAC but for me it's only a going out thing. I don't really wear much during the day at all - just mascara really.
OK - this afternoon I've revealed my two dorkiest obsessions. Medical oddities and expensive eyeshadows and lipsticks.

i have a bunch of cheap-o brand eye pencils and eyeshadow for zombie-costuming purposes, to good (i.e. grotesque) effect. however, residual red lip-liner around eyes a day later is not a very flattering look.

anyhow, i have always had pretty deep circles under my eyes that seem to persist despite every effort -- and they remain a deep slight to my vanity to this day, though i've learned to live with them. back in my most self-conscious high school days, i remember buying a concealer stick and trying some on, but i was so nervous that someone would notice that i was wearing make-up and call me out on it that i never wore it out in public.

If you want eyeliner tips - go for gel based ones and apply with a brush - much easy to handle than liquid liner and looks much better than pencil. It stays on a lot longer too. MAC and Bobbi Brown make great ones but Loreal HIP just realeased a version that I've found to be the best yet.

I would go to sephora and ask one of the consultants there. I hate, hate asking for help in stores but they usually will know the best thing for your skin tone and the area you want to conceal (and if you want it for everyday wear). And at least you can easily try on a bunch of different things there without feeling obligated to buy it.

Yeah, especially since it is so hard to match skin tone and make it look natural/invisible. I don't typically wear foundation or concealer but when I want to buy some, I just ask one of the salespeople at sephora (assuming there are ones where you are). They take a quick image of my skin and products come up that match it. They'll let you know too how to apply correctly and you can check it out in different lighting.

i just went to ulta for concealer and walked away with a product i liked + a brush set to apply it (and eyeshadow) with ease -- asking for help is the best way to do this. tell them what your priorities are (ease of use, cost, coverage, whatever) and you will be ok!
on the downside, the product i was sold is called "industrial strength concealer" (brand: benefit) but on the upside, if i use it i don't need any foundation or other coverage-type makeup so mission accomplished!
