That story goes into awesome batshittery halfway through, right before "Both families are also part of the inside cabal of New World Order globalists." Who's to say that he wouldn't do this with any of the front-running candidates, especially if it looks like they might win closer to election time?
So what if Bush thinks some level of continuity is good? That's basically what fucked up his early administration, the lack of picking up the Clinton administration's files and reading the existing intelligence. I'd almost be proud that he learned something.
