I don't think it's particularly less cruel than the UK one. The one I was watching yesterday (Diwali) was excruciating.

I go back and forth on the issue of an inheritence tax. Here in the States, one of the main policy forces behind it is that the government seeks to discourage the development of a class system. Allowing unpenalized or relatively unpenalized transferral of wealth from generation to generation allows this class system to develop, something that, at least in theory, is offensive to the American concept of democracy. This is something that I am a fan of - a HUGE middle class that pulls both up AND down to create a more free-flowing exchange of ideas, ideals, opportunity and community. So, in that regard, I LIKE the idea of a higher inheritence, or "estate", tax.
On the other hand - in a situation like Max r. describes, frequently families just kill themselves to save any money at all - usually, in the form of real property - only to have it taxed to a significant degree upon their death, usually leaving the sons and daughters, whom often put in their own time and effort to support the family, with little to nothing to show for their years as dutiful, helpful children. In this regard, I OPPOSE a heightened estate tax.
I guess the tax as it stands attempts to come down right about where I stand - discourage an entirely separate class of Americans from developing and/or perpetuating, but allow those families who choose to work/save/earn to pass along at least some amount of wealth to future generations.
