This is a toughie, especially as some of them are double acts. Has to be Wile E. Coyote as he's at least two distinct characters, and the ones he's in are the funniest and most poignant of the WB canon.

I voted for Pepé le Pew, who so far has been sadly under-represented on the Looney Tunes Golden Collections. Bugs of course was more versatile and is entirely deserving of his prominence, but Pepé's unflappable pursuit of amour is nothing if not enviable. "C'est la guerre" indeed.
