I suppose if the Rosicrucians are fringe masons they could be linked to the Templars, and also rule the world.
However, unlike the Templars (post 14th century), the Rosicrucians are an actually existing organisation, or at the very least were in the late 19th century. I don't think they ever actually ruled the world.
