That's Stuart (Stewart?) Dooley. He speaks solely in simple declarative sentences but imbues them with infinite withering scorn, and is voiced by Mike Judge in a voice highly reminiscent of Butthead.

Tonight's episode was, unfortunately and unlike the last two, more typical of the last few seasons ie: obvious, dull and preachy. Also, Stewart's line ("Dutch.") wasn't good at all.
