who is the most successful conservative leader ever?

ok so recently george will called giuliani's term in new york "the most successful episode of conservative governance in this country in the last 50 years." i can't stand will, but he set up an interesting question here: who WAS the most successful conservative leader of the last 50 years? surely there's got to be a better candidate than RG.
