Tech Question: Over Zealous Hotmail Blocking Device

My gmail address has suddenly been banned from e-mailing hotmail addresses (at least two that I know of, possibly all of them). I was in mid-'conversation' with a couple of friends, sent one e-mail to answer a question, that went through fine, then when I tried to send another one I got blocked from sending it to the first person. So I e-mailed the second person to ask them to let the first person know about this problem and I got blocked from sending that message to the second person!

I get this error message sent to me:

Technical details of permanent failure:
PERM_FAILURE: SMTP Error (state 12): 550 SC-004 Mail rejected by Windows Live Hotmail for policy reasons. A block has been placed against your IP address because we have received complaints concerning mail coming from that IP address. If you are not an email/network admin please contact your E-mail/Internet Service Provider for help. Email/network admins, we recommend enrolling in our Junk E-Mail Reporting Program (JMRP), a free program intended to help senders remove unwanted recipients from their e-mail list: http://postmaster.live.com

There doesn't seem to be any possibility that they could have received any complaints about my IP address, so it seems like there's some kind of flaw in that program, but there's no contact details for who to ask to get it fixed. Do I have to contact gmail instead? How do I go about that?

Hmmmmm. I can send e-mails to those two people from my other e-mail accounts without any problems (from the same computer - so the same IP address?) and I can send e-mails to other hotmail addresses (including my own one) from my gmail. So I have no idea what's going on. Somewhere in the two minutes between an e-mail saying "yes, you can bring your husband" and another one saying "shall I book the restaraunt?" this program has taken a dislike to me.

it let that one through, so their spam filter must be *wanting* some of those.
