This was supposed to be a 'new' social subgroup a few years back IIRC - they were specifically talking about young men (always men) who'd otherwise get called chavs but were raking it in, at least for the purposes of funding their lifestyle. All I can remember of the strawman set up to illustrate this was that these guys drink Smirnoff Ice
