Nostalgia comes in roughly 20 year cycles, hence the 50s nostalgia in the seventies, 60s nostalgia in the 80s, 70s nostalgia in the 90s, 80s nostalgia in this decade, etc. My theory is that you can't have a full revival of a certain era before there's a new generation of adults who don't have memories of that era.

I think retro is started by the people who were kids during the period of retro, but were too young to take part, so they recreate it in their adult years. 60s psychedelia in the early 80s by 20-somethings = kids who were like, 6 or 7 at the height of hippidom, and so they indulge in it to live out the lost dreaminess of childhood.

Hence why people in their 20s now are doing the whole late 80s/early 90s retro thing (which I feel is independent of both 80s and 90s nostalgia spheres).
