Might be stretching the "city" part, but . . . the railroad tracks look narrower than usual (USA usual, anyway). I thought those trees in the center of the left side vegetation clump might be Italian Stone Pines, but not sure, and I think those are common in many areas anyway.

Japan definitely one of those countries that difficult to mistake for anywhere else. Pinning down the region is another thing entirely though, other than roof angles for snow and I don't know how definitive that is either

I've half an eye on a particular region but going to look a bit more first
