I keep hearing "outer Ireland" being a buzz term for "escape from Obama". I only see occasional comments on internet forums mentioning it, but it's definitely a word on the street (definitely in Los Angeles, based on reports from friends' parents, less so but present in Seattle too)

I wonder if most of the people who would flee an Obama administration even have passports? And if they're running away because one guy isn't like them, what will they do when they arrive somewhere else, and nobody is like them?

yes, that's true, fleeing the US after an election may be a distinctly left-wing strategy.

I think there may be a certain set of heartland types who regard Ireland positively as a place that's ethnic enough to give them some of the special character they want but not so ethnic as to be weird, and a place that speaks English but isn't all high-class/gay like England.
or maybe there's just a lot of Irish-derived people (like Palin) in the West

Most of the Irish outside of the Northeast coast (US and Canada) are the dreaded Scots-Irish, aka, Cletus from the Simpsons. So they're not even of Irish-Irish decent.

compare to the Irish-Irish map above - there are more Irish-Irish in the West
the Appalachian Scotch-Irish are not well-represented on that map because they largely identify as "American" in ancestry, as mapped here:

Well, in my case the Scots-Irish is on one side of the family and the Tennessee dirt farmers of English ancestry are on the other side. But taken together we're practically a hillbilly clan.

I should add that -- while one may have lucked into remaining in prime property thanks to Prop 13 -- the rest are very much middle class. I don't hear a peep from any GOP upper class about moving elsewhere after this election just BECAUSE of the election.
