They are still a person but 'human' is up for grabs. Do you define human as a state of existence or as in traits? In QOTD, Marius sez to Lestat, "don't worry, it's only your body dying", implying the rest of him, his humanity (and QOTDs treatment of vampires treats them EXTREMELY humanely whereas in Buffy this is a lot more up in the air) is still extant. (eg Spike = vv vhuman whereas Angelus = demong)

cleveland wasn't all that insignificant - served during an important railroad strike and major economic depression, barely averted a war with england, and took a "hands off" approach to government aid that makes reagan look like FDR. certainly far more important than ford.
