It doesn't surprise me in the least - it depends what circles you
move in. My ex-wife's oldest sister married into a familyful of
criminals. Five sons, two daughters, and the parents: all but one
daughter had spent at least a year in prison. The son that she
married was back in soon after: he stole a TV set from a judge's
house. Surprisingly, the other judge was not lenient. These people
were not master criminals, you know? I've known people go to prison
for drugs offences, including dealing. A third seems about right.
Maybe on the low side in a lot of areas around the East End of
london, where I live.
