Hey is the "Wayne's World" use of NOT somehow acceptable in decent conversation?

I just heard Alex Thompson, Channel Four journalist, narrating some special report on Prince William, say, "It's a beautiful day for a walk in the country. Not."

Have I missed something? In the 15+ years since the Wayne's World movie has this usage gone from being a corny overused catchphrase to something people will say completely unironically? Do you hear people doing this?

Yeah, him. Channel Four may be a lot of things, but their news division isn't exactly channel itv/five/sky when it comes to being 'casual' (yes I am aware they are owned by ITN).

I've never seen any itv/five/sky news presenter waste ten minutes of broadcast time blabbering with Alvin Stardust about Buddy Holly and then cajoling him to sing songs which they proceed to join in with like Jon Snow did recently!
