That CC option is mainly so google can increase the accuracy of targeted advertising for youtube vids through keywords and thus charge more for ads. Nothing to do with the deaf and hard-of-hearing community really, for which, as you say, it's usually totally useless. Might be a driver for better automated speech recognition eventually tho.
