RFI - Trying to Recall the Name of a Story I Once Read - Science Fiction

So, WAY back, I read a story or a book about a future in which the sun only comes out very rarely, and the effects that this had on people. In the end, I think the main character misses seeing the sun.

I cannot remember the name of said story.

Anyone help me out on this?

oh i think i've read this or like 2 different versions of this and i'm conflating them:
one's a bradbury story and the other is probably asimov. in the bradbury story they bully a kid and lock her in the basement or something and she misses it then they all feels sad.
the asimov? one, the sun makes them all insane and reverts them to unthinking brutes, and civiilization gets wiped each time the sun comes out. so there's a secret plan to hide the sun or something.

I do not recall having seen the adaptation - my teacher in elementary school would not have stood for this type of dumbing down.
